Saudi Electric Company (SEC) is a Saudi Arabian electric utility company that generates, transmits, and distributes electricity across the country. It was formed in 2000 through the merger of the Saudi Electricity Company, the Eastern Province Electricity Company, and the Central Province Electricity Company. SEC is a publicly traded company listed on the Saudi Arabian stock exchange. Its mission is to provide reliable and affordable electricity to the people and businesses of Saudi Arabia, while promoting sustainable development and environmental stewardship. SEC is responsible for providing electricity to the entire country, with a total installed capacity of over 80 GW. It operates and maintains a vast network of power plants, transmission lines, and distribution networks throughout Saudi Arabia, serving residential, commercial, and industrial customers.
Requirements
There are two entrances to access the building, the main entrance and the carpark entrance. SEC expected to have an effective access control system to manage the access of the staffs through both gates. Here below are the major requirements:
A. Efficient Access Control Management for 10,000+ employees
As a critical power plant of the entire nation, SEC requires absolute security to prevent any illegal access that may cause significant threat to the national interest. However, SEC has over 10,000 staffs in the operation building in SEC headquarter located in Riyadh, Saudi Arabia, which is extremely difficult in manual security monitoring. Verifying every accessing person manually including employees and visitors cause heavy cost of both time and human resources and would not prevent mistakes. A more precise and effective system securing the access to the buildings are necessary.
Solution
ZKTeco installed at the main entrance 3 units of SBTL8000 Series Swing Barriers to form 2 channels for entrance and exit, and installed 4 units of the barriers to form 3 channels for entrance and exit. Each of the channel is installed with an Elite Pass. All staffs are enrolled with their personal information and facial images. To access and exit the building, they are required to perform facial recognition for identity authentication. SBTL8000 Series Swing Barrier is engineered to provide a high level of security and convenient access control. The barrier features a high-speed motor that provides fast and smooth operation, with a speed of throughput of up to 40 times per minute, as well as sensors that detect and prevent unauthorized entry and tailgating.
For Identity Authentication, Elite Pass Biometrics Access Control Standalone Terminal offer fast yet accurate facial recognition terminal adopting deep learning algorithm. It uses advanced algorithms and a high-resolution camera to capture a clear image of the user's face, and then compares it to the pre-registered database of authorized users. Furthermore, the Elite Pass system uses a "live detection" feature to prevent spoofing and ensure that only real faces are recognized. This means that the system can detect whether a face in front of the camera is real or a photo, video, or mask. This helps to ensure the security and accuracy of the facial recognition process. The terminal enables facial recognition up to 3 meters away from the access point for ultimately quick recognition, enabling ultimately precise identity authentication of large people flow during the peak hours.
B. Centralized Access Control Management
SEC has an extra-large size of employee group as many as 10,000 staffs distributed over the premise in different departments. Conventional attendance management systems involve complicated administration procedures and consumes time for communication only increases inefficiency of work, especially to those having numerous workplaces and departments. In order to have more efficient method to manage both access control and human resources of the entire employees, SEC demanded a system that is able to centrally and efficiently manage the access & exit records of the entire factory.
Solution
All the devices are connected to the inBio Pro Series Access Controllers and are centrally managed by ZKTeco’s ZKBioSecurity Access Control Management Software. Instead of monitoring and extracting data from each terminal one by one, the software enables real-time monitoring on the platform, and enables enrolling, viewing and editing of all staffs’ access rights and information. Also, the software is able to generate different kinds of access control reports which can be customized according to clients’ needs.
C. Emergency Evacuation Measure
As a critical power plant of the entire nation, emergency evacuation measures are important to ensure the safety of workers and the public in the event of an emergency situation, as accidents or malfunctions can occur that may put people at risk. Some of the potential risks associated with power plants include fires, explosions, leaks of hazardous chemicals or gases, and equipment failures. These risks can lead to dangerous conditions such as toxic fumes, high temperatures, and electrical hazards. In the event of such emergencies, it is critical that workers and nearby residents be quickly and safely evacuated from the area.
SEC has a well operated emergency alarm system to alert in case of emergency, and they were concerned about the possible obstruction of the emergency evacuation caused by a solid access control system.
Solution
The entire access control system is integrated with SEC’s existing emergency alarm system. Once the alarm is triggered by any emergency like power outage or fire, the access control immediately recognizes the danger, and all the accesses and exits are automatically open for people’s quickest escape from the danger.

ZKBioSecurity is a comprehensive security platform developed by ZKTeco that integrates various security modules such as access control, time attendance, elevator control, visitor management, and video surveillance. ZKBioSecurity supports integration with third-party systems through various methods, including API integration, SDK integration, and plugin integration.
