The Tseung Kwan O Desalination Plant (TKODP) is one of the strategic infrastructures by WSD in its mission to provide reliable and adequate supply of wholesome potable water which is not susceptible to climate change. Upon commissioning of the First Stage of TKODP, the plant will have a water production capacity at 135,000 cubic metres (m3) per day with provision for future expansion to the ultimate water production capacity up to 270,000 m3 per day. The TKODP is expected to significantly enhance the self-reliability of Hong Kong’s water resources. ZKTeco is honoured to provide the critical infrastructure an integration security solution.
Requirements
A. Ultimate Safety
As a critical infrastructure which is expected to provide the major water resources, the TKODP requires absolute security to prevent any illegal access that may cause significant threat to the national interest. However, as the plant occupies a large area for its daily operation, and the operation requires numerous staffs which are diversely distributed in different areas for various operation procedures, which result in extreme difficulty in manual security monitoring. Verifying every accessing person manually including employees and visitors cause heavy cost of both time and human resources and would not prevent mistakes. A more precise and effective system securing the access to the buildings are necessary.
B. Centralized Security Management
The TKODP has an extra-large size of employee group distributed over the premise in different departments. Conventional attendance management systems involve complicated administration procedures and consumes time for communication only increases inefficiency of work, especially to those having numerous workplaces and departments. In order to have more efficient method to manage both access control and human resources of the entire employees, the TKODP demanded a system that is able to centrally and efficiently manage the access & exit records of the entire factory.
C. Reliability of the System
As the TKODP is a critical infrastructure, any malfunction with the security system could cause severe consequence. The TKODP thus required absolute reliability of the system.
Solution Details
Access Control
ZKTeco installed 100 units of ZKTeco ProID 10BM Access Control RFID Card Readers in all locations which required access control in the plant. All the ProID 10BM Readers are connected to 100 units of ZKTeco InBioPro 160 Access Control Panels. All the access control devices are centrally connected to and managed by ZKBioCV Security Software, which is a multi-functional security management platform developed by ZKTeco. All staffs of the TKODP are registered with their information in the ZKBioCV Security platform. The information includes their personal information, and their access rights. Each staff is issued an RFID card which stores his or her particular information for access. In order to access to a specific area, the staff has to present their card on the ProID 10BM card reader for identity verification. Upon successful verification of the identity and access right, the staff will be granted access.
Multi-Zone and Multi-Time Access Control
ZKBioCV Security is a powerful security management platform. With its access control module, it enables flexible setting of access control by area and timeslot. In TKODP, Staffs are registered with their specific access rights that they are only allowed to have access to their related workplaces and work time, to prevent any inappropriate access.
Global Anti-Passback
With the interlinkage between ProID 10BM Access Control RFID Card Readers, ZKTeco InBioPro 160 Access Control Panels and ZKBioCV Security, global anti-passback function is enabled, which is a security measure to prevent unauthorized individuals from repeatedly using the same credential to access restricted areas. If a staff attempts to enter a restricted area without properly exiting, the system will deny its access, to ensure that only authorized personnel can access restricted areas and to prevent the sharing of credentials. This helps enhance security and mitigate potential risks, such as unauthorized individuals gaining access to sensitive areas or the theft of access cards.
Global Anti-Passback
Interlock is another critical function formed by the interlinkage of ZKTeco’s security system. IT refers to a safety mechanism that controls and manages multiple access points, ensuring that under specific conditions, only certain doors can be simultaneously opened or closed. One interlock function is enabled, opening one door will automatically lock other related access points, preventing simultaneous opening. Only when specific conditions are met, such as all related access points being closed, can the interlock be released, allowing simultaneous opening or closing of these doors, which prevent individuals from entering or exiting restricted areas without authorization and helps deter unauthorized activities through the access control system.
Video Surveillance
ZKTeco deployed and integrated its Video Surveillance module in the ZKBioCV Security software, with the installed third-party security cameras and network video recorder through ONVIF and private protocols. As the third-party surveillance is already equipped with video analytic functions including line-crossing detection, which detect when an object or person crosses a specified virtual line and triggers an alert or corresponding action, with flexible integration ability with third-party devices to form interlinkages, ZKBioCV Security is enabled to automatically receive the signal of line-crossing from the cameras either via TCP/IP private protocol or IO from the cameras.
Integration of Access Control and Video Surveillance
As all access control devices and third-party video surveillance devices are all integrated and connected to the ZKBio CVSecurity platform, an integrated and multi-logic security system with global linkage is formed. An advanced e-map which displays the entire deployment and distribution of all the security devices, including access control readers, access control panels, door locks, video surveillance cameras, network video recorders, alarms and sensors, is enabled for instant view in the ZKBioCV Security for real-time monitoring of the entire security situation of the site. In case any abnormality of security is detected, such as tampering against the access control devices, passback, line crossing or unauthorized access, alarm notification will be instantly triggered and delivered to security staffs via SMS or WhatsApp, and the location of the security incident will be instantly shown on the e-map. Live video streaming of the corresponding cameras will be displayed with 15-second pre-incident video automatically recorded for further security actions.
Unparalleled Reliability – ZKBioHA System for System's High Availability
The TKODP is a critical infrastructure of a city’s water resource, thus a more stable and reliable system is required in order to avoid abnormality or error occurs which results in inaccuracy of data is a must, in order to guarantee absolute security. ZKTeco installed ZKBioHA (High Availability) System to monitor and protect the server’s IP, applications and data I/O via HA technology. When application or server encounter failure, ZKBioHA automatically and quickly switch to the standby server in less than 60 seconds, to guarantee continuous and seamless operation of security protection measures.
